should be located in the source:dsp box in the upper left corner under the bcast/sources tab. enter the same password as in your encoder...then click ok.
if for some odd reason it is truly not there...you may have a corrupt installation. try un-installing streamer completely and re-install a new version.

From the website:

Now in Streamer, go to this screen by clicking on the little '->' button in the upper right corner of Streamer. This will expand out the status panel. From there you can click the Bcast button and the left side will show what you see here.

Go back to the Streamer website, and click on Broadcasting.

It's probably not lying to you. If you are playing songs in WInamp, are they WMA files? If so, then they are probably not making it to the DSP path in Winamp and therefore not being encoded to your stream. Try some mp3 files and see if you get different results with those.

Trying to broadcast with WMA files is a known DRM problem with streaming. Further related information can be found in the following location:

It is also rumored that http://www.soundsolution.it has a WMA input plugin for Winamp that doesn't have this problem. I've not checked in some time on it's availability though.
